The criteria assessed include the number of active local LGBT* organizations, the presence of anti-discrimination laws, legal options for gender recognition, and penalties for hate speech. The quality of healthcare services was also factored into the rankings. Points were awarded for each parameter: the more robust a criterion, the higher the score and the citys ranking.

Vancouver Tops the Trans Safety Index with a Near-Perfect Score of 97
Vancouver leads the Trans Safety Index 2024 with an impressive score of 97 out of 100. The city excels across nearly all categories, showcasing how a progressive society can provide protection and equality for trans* individuals. Its strong performance is also supported by the liberal laws of its province, British Columbia, which is recognized as one of the most progressive regions in Canada for trans* rights.

Recently, it became the first province in Canada to remove gendered language from its legislation and eliminated medical requirements for name and gender marker changes. Conservative Party tried to force a debate on teaching gender identity and sexual orientation in schools."
Cologne: Europe's Front-Runner

North America: A Mixed Picture
The United States is well represented with New York City (3rd place, 83 points), Chicago (4th place, 82 points), and Los Angeles (8th place, 76 points). These cities offer significant safety, liberal laws, and robust legal recognition for trans* individuals. However, smaller cities and conservative states in the U.S. still have substantial gaps in protections for trans* people.
Canada performs well overall, with Vancouver in first place and Montreal in fifth. As the Canadian government explicitly states:
"Canada is committed to protecting and promoting the human rights of LGBTQ2I individuals worldwide."
Germany in Focus: Mixed Results
Germany shows both strengths and weaknesses in the Trans Safety Index 2024. While Cologne shines in 2nd place with 85 points, other German cities like Munich, Berlin, and Hamburg rank in the middle of the list. Despite a generally tolerant society and active LGBT* communities, challenges remainparticularly in Berlin, where cases of violence against LGBT* individuals have recently increased significantly.
Europe's Laggards: Amsterdam, Vienna, and Rome
Surprisingly, cities often regarded as progressive, such as Amsterdam (19th place, 46 points) and Vienna (20th place, 45 points), rank far lower than expected. The primary reasons are insufficient legal measures for trans* safety. Rome ranks last with just 5 points, lacking both legal recognition and explicit protections for trans* individuals.
Conclusion: Progress and Gaps
The Trans Safety Index 2024 highlights the cities where trans* individuals can live relatively safely and equally. These included the number of LGBT* organizations, legal gender recognition, bans on LGBT* discrimination and hate speech, as well as access to healthcare.
The analysis was completed on November 25, 2024.
Number of LGBT Organizations:* Data on local LGBT* organizations and facilities were sourced from city websites.
Legal Gender Recognition: Information was obtained from the Trans Rights Map.
LGBT Discrimination:* Data was sourced from Equaldex.
Hate Speech: Information was gathered from the Trans Rights Map.
Health Score: Data on healthcare access was sourced from the Trans Rights Map and the Trans Risk Map.
Each citys results were standardized to account for population size, creating a per capita score. Each factor was scored on a scale of 0 to 100, with the top-performing city in each category receiving 10 points and the lowest receiving 0. All other cities were ranked proportionally within this range.
